Antigua and Barbuda’s Workmen’s Compensation Act, in place since 1957, is set to undergo long-overdue reform, according to Labour Minister Sir Steadroy Benjamin.

The minister announced the initiative during a Labour Day interview on ABS, describing the current law as outdated and ill-equipped to address the realities of the modern workplace.

“We must have precise, modern legislation to ensure fair compensation for workers who suffer occupational injuries,” Sir Steadroy said. “Back in 1957, the main industries were sugar and manufacturing. Today, we’re dealing with tourism, construction, banking, and new technologies.”

He confirmed that the government intends to introduce amendments to the law later this year following consultations with key stakeholders, including unions, legal experts, and employer groups.

The reforms are expected to address a wide range of contemporary concerns, including the classification of workplace injuries, eligibility for benefits, and timelines for compensation. The minister also hinted at stronger protections for workers in informal and emerging sectors.

“This government is committed to ensuring that no worker is left behind—whether they are in traditional fields or modern industries,” he said.

The review of the Workmen’s Compensation Act forms part of a broader labour reform agenda announced by the Labour Minister, which includes a comprehensive update of the Labour Code, new paternity leave legislation, a possible four-day work week, and a reassessment of the national minimum wage.

Sir Steadroy stressed that the protection and welfare of workers remain central to the government’s development strategy.

“We are determined to align our labour laws with the needs and challenges of the 21st century,” he said. “This is about dignity, fairness, and justice in the workplace.”
