A protracted legal battle over the construction of a new airport runway in Barbuda will resume on 11 November 2025.

Claimants Trevor Walker Mussington and Jacklyn Frank are challenging the legitimacy of the Antigua and Barbuda Airport Authority, the Development Control Authority (DCA), and the Attorney General in advancing the project without following proper legal procedures.

At the centre of the case is a 2018 development permit issued by the DCA, allowing construction that began the previous year. The challengers initially secured judicial review and a temporary halt to construction, but that injunction was later overturned. Subsequent efforts to stop the works were also denied by the courts.

The matter has passed through several legal stages, including the Privy Council, and is now focused on whether the claimants had the legal standing to bring the case.

The upcoming hearing will examine the qualifications of environmental experts hired by the claimants. The Attorney General has been ordered to submit all motions in writing by 24 July.

The court will also determine if the environmental experts meet its standards and whether the wider case can proceed.
