Liberty Caribbean, the operators of Flow, Liberty Business and BTC, used its platform as Diamond Sponsor of CANTO Connect 2026 to set an optimistic, action-oriented agenda to convert connectivity into measurable jobs, public services and export-ready regional innovation.

Speaking at the opening reception of the three-day conference, Neda Brown, Senior Director, Regulatory & Government Affairs, made a clear appeal for alignment between policy, investment, and delivery. She urged governments and regulators to harmonise data governance and enable regulatory sandboxes so innovators can experiment safely and freely.

“Smart policy is now digital infrastructure. When we harmonise data governance and create well-designed regulatory sandboxes, we give innovators room to evaluate, learn, and scale responsibly. That is how we protect citizens, attract investment, and move innovative ideas from pilot to real economic impact across the Caribbean,” she said.

CANTO is the leading regional body that brings together telecommunications operators, ICT providers, regulators, governments, and industry partners to support the development of the Caribbean’s digital and communications landscape.

Speaking under the conference theme, ‘Elevate the Caribbean – From Connectivity to Global Competitiveness,’ Brown called on multilateral and development finance institutions to design blended instruments that tie funding to measurable social and economic outcomes.

“Connectivity is the foundation and converting it into prosperity requires clarity, courage, and collaboration. When policy, capital and capability align around measurable milestones, investment follows and impact accelerates. Liberty Caribbean is ready to convene, to invest and to partner,” she said.

Liberty Caribbean signalled that its focus would remain on partnerships that move beyond dialogue to delivery, working alongside governments, regulators and development partners to scale innovation, strengthen policy frameworks and expand digital opportunity.
