The Government of Antigua and Barbuda is moving ahead with plans to establish a dedicated Land Registry in Barbuda, following Cabinet approval of measures aimed at improving land administration and property records on the island.

Cabinet was informed that the land adjudication process in Barbuda is nearing completion, with the new registry expected to be formally launched by 31 August 2026.

During an initial transition phase, Cabinet approved a centralised management arrangement under the existing Land Registry in Antigua. Under this model, Barbuda’s land records will be created, maintained and managed through the current system while staff, expertise and infrastructure are gradually strengthened.

Officials said the approach is intended to avoid operational challenges that could arise from setting up a fully independent office in Barbuda within a short timeframe. Staffing, infrastructure, procurement and training were among the considerations.

While management will remain centralised at first, Cabinet has also agreed to further assess the possible establishment of a satellite registry office in Barbuda if demand increases.

Preparations are now underway for recruitment, training and staffing support, with interim measures such as remote learning platforms and temporary facilities expected to assist the rollout.

The government said the Barbuda Land Registry will improve access to land services, strengthen confidence in property transactions and enhance legal certainty over ownership records.

The development comes as authorities also progress plans to make land available to Barbudans for $1, with 216 acres at Louis Hill being prepared for clearing and future sale under the initiative.
