The Ministry of Health, Wellness, Environment and Civil Service Affairs extends heartfelt congratulations to J’noure Smith-Kellman, Public Relations Officer at the Ministry on the successful completion of her Master of Business Administration (MBA) from Edinburgh Napier University in Scotland, graduating with Merit.
Smith-Kellman’s journey in Public Service started as a News Reporter and Anchor in 2015 where she developed an appreciation for the health sector before being transferred to the Ministry of Health as Public Relations Officer in November 2018.
Since joining the Ministry, she has played a central role in shaping its public information and communications efforts and translating complex health initiatives and government programmes into accessible information for the public.
While her professional foundation is in communications, the MBA qualification broadens her perspective beyond the technical aspects of the discipline, strengthening her understanding of management, organisational development, leadership and the wider considerations involved in running effective institutions.
Minister of Health, Wellness, Environment and Civil Service Affairs, the Honourable Michael Joseph, welcomed the achievement.
“J’noure’s achievement is particularly commendable because it reinforces an important message within the public service: professional growth does not have to be confined to one’s current job description. The willingness to learn, acquire new competencies and prepare for greater responsibilities is an investment that benefits both the individual and the organisation.”
For Smith-Kellman, the qualification is not simply an addition to her academic credentials but an investment in the next chapter of her professional development. She also regards the achievement as a deeply personal milestone, dedicating it to the memory of her late grandmother, Genevieve Smith, affectionately known as Teacher Gen, who devoted many years of her life to the teaching profession before her passing in 2025 at the age of 91.
Reflecting on the significance of the achievement, Smith-Kellman said that “although she is no longer here to witness this milestone, I carry her memory with me, and it is my hope that this achievement honours, in some small way, the legacy she leaves behind.”
The Ministry congratulates J’noure Smith-Kellman on this significant achievement and wishes her continued success as she builds on her experience, knowledge and commitment to public service.
